Scope neglect, also called scope insensitivity, is a weak or absent change in judgment when the quantity or extent of an outcome changes substantially and that difference should matter to the task. The finding is not that people never notice numbers. It is that, under some conditions, a larger scope produces surprisingly little movement in a valuation, donation, or other response.
That definition needs a guardrail. If a program helps ten times as many people, a rational contribution does not always have to become ten times larger. A donor has a budget. Benefits may show diminishing returns. Two programs may overlap, or the larger promise may seem less credible. Less-than-proportional growth alone does not prove neglect. Researchers need a controlled scope comparison and a reason the changed quantity should affect the response.
The archive table
The following scene is invented. Mei, the community archive, the proposals, photograph counts, funding request, cracked-photograph image, support score, and comparison table form an illustrative hypothetical, not a research study.
Mei sits on a community archive committee. At one meeting, she reviews a proposal to digitize 600 fragile photographs. At another, she sees an otherwise matched proposal to digitize 6,000. The requested grant, preservation method, quality target, and projected completion date are the same. Each presentation opens with the same image of one cracked photograph.
Mei gives the proposals nearly identical support scores.
Later, the committee places the two proposals in one table. The photograph count has increased by a factor of ten, but her score has barely moved. She now has a useful question to investigate: did quantity matter less to her than she intended, or was some unstated consideration holding her response flat?
The table does not diagnose Mei or settle the funding decision. In a real archive, capacity, cost, rarity, duplication, and uncertainty could justify the same score. The comparison simply makes scope visible enough to examine.
The famous study involved birds, not children
The best-known contingent-valuation example is often retold as a human-life scenario. That retelling is wrong: the experiment concerned migratory waterfowl.
In the Desvousges and colleagues study, three independent mall-intercept groups, each with roughly 400 usable responses, considered a program to prevent migratory waterfowl from dying in uncovered oil ponds. The proposed number of bird deaths prevented was 2,000, 20,000, or 200,000.
The commonly reported mean open-ended willingness-to-pay amounts were about $80, $78, and $88. The median was $25 in every condition. Most comparisons of the means did not find a statistically reliable scope effect, although the fuller response distributions were not identical.
Those figures are striking, but their boundaries matter. The answers were hypothetical rather than actual payments. Different people answered each version. The largest quantity was also described as about 2% of the affected population, while the smaller quantities were labeled as less than 1%, which complicates a clean numerical comparison. Outliers and the choice of statistical test also affected the analysis.
The result is evidence of scope insensitivity in one environmental valuation design. It is not direct evidence about human lives, all donations, or how any one person values a bird.
Feeling can weaken scope sensitivity, but it is not the whole mechanism
One account says that people first form an overall feeling about a cause and then translate that feeling into a number. If one vivid representative produces most of the emotional response, adding more beneficiaries may change the amount less than expected.
Christopher Hsee and Yuval Rottenstreich tested this idea across four experiments involving music collections, rewards for work, pandas, and sentencing. Their panda study included 137 university students. Participants considered helping either one panda or four. When the pandas appeared as abstract dots, the mean donation rose from $11.67 for one to $22 for four. When participants saw cute panda images, the means were $19.49 for one and $18.95 for four.
That interaction fits an affective-valuation account, but it does not establish a universal cause. The task was hypothetical, the sample was narrow, and a response-scale feature placed $10 beside the first dot or image, which could have supplied an anchor. In two of the other experiments, affect-rich conditions reduced sensitivity rather than erasing it.
Warm glow offers another possible explanation: the first act of helping may supply much of the moral satisfaction, leaving quantity with less influence. Yet Jonathan Baron and Joshua Greene's eleven valuation experiments produced patterns they judged inconsistent with warm glow, contribution, or a simple budget constraint as complete explanations. Their results instead emphasized the kind of public good over its amount.
The safer conclusion is plural. Feelings, evaluability, anchors, beliefs about effectiveness, subjective probabilities, diminishing marginal value, and the survey format can all affect measured scope sensitivity. The mix can change from one decision to another.
Counterevidence: people can respond to scope
Scope neglect is not an automatic result of intuitive judgment or large numbers. A critical review by Shane Frederick and Baruch Fischhoff found scope sensitivity in some elicited valuations and insensitivity in others, with theory and measurement problems still unresolved.
Meta-analytic evidence also resists a simple verdict. A 1996 analysis of visibility valuation studies showed that conclusions about passing a scope test depended partly on statistical assumptions. A later meta-analysis of biodiversity valuations found scope sensitivity overall, while also finding that valuation format and the way scope was expressed mattered.
Modern field work shows why a flat average may be ambiguous. In an Arctic Norway oil-spill valuation study, willingness to pay rose clearly only when the largest and smallest programs were compared in the baseline analysis. Sensitivity became easier to detect after researchers accounted for respondents' subjective probabilities, invalid or uncertain answers, sample size, and diminishing marginal utility.
Even the familiar fast-thinking explanation has counterevidence. Across ten studies, Nathan Schley, Bart de Langhe, and Andrew Long found that intuitive judgment used ordinal comparisons and could yield increasing, decreasing, or constant marginal values depending on the choice set. In one online charity study, adding evaluative grade labels reduced sensitivity to a program-percentage change. Slowing down or adding a scale does not guarantee a better scope response.
What the lives-saved claim can safely mean
Research does support a narrower observation: in some charitable and life-saving judgments, willingness to give or help does not rise in proportion to the number of people who could benefit. Sometimes it even falls across small groups.
In four compassion-fade studies, Daniel Västfjäll and colleagues compared responses to one identified child with responses to groups of two or eight children. Affect and donations often declined as the group grew. In one five-condition study of 131 Swedish students, the decline appeared for unrelated children; describing the children as members of one family changed the response.
This is bounded evidence, not a law that willingness to pay for lives never scales. It uses small identified groups and charitable appeals, not the oil-pond valuation design. It also sits within the compassion-fade literature, where the emotional response to multiple victims is part of the question.
Similar effects ask different questions
Several labels are easy to collapse into scope neglect. Keeping the manipulated quantity clear prevents false comparisons.
- Denominator neglect occurs when the size of a reference population receives too little weight. Saving 4,500 people out of 11,000 versus 4,500 out of 250,000 changes the denominator while holding the numerator fixed. That is different from asking whether a response changes when the number saved increases.
- Compassion fade describes weaker compassion or helping as the number of victims grows, sometimes beginning with groups as small as two. It can create quantity insensitivity, but it centers affect toward multiple victims.
- Psychic or psychophysical numbing describes reduced marginal sensitivity as losses or lives grow. Its evidence is mixed. A large replication project reproduced one classic denominator result but repeatedly found the opposite direction in another paradigm.
- Extension neglect is the broader family in which duration, amount, or another dimension of extent receives too little weight. Scope neglect is its quantity-oriented member, not a synonym for every duration or averaging effect.
- The identifiable-victim effect compares an identified individual with statistical or less identified victims. Identifiability and victim count can be varied separately.
- Quantity insensitivity is close to scope insensitivity in public-good valuation. Outside that literature, it can describe any response that changes little with amount, so the domain and measure still need to be named.
