The student focused their revision on the topics they found most interesting. They practised those questions repeatedly and felt confident about that material. When the exam arrived, the topics they had not practised - which they had read once during initial study - came out blank. Not because the time was short, but because the repeated retrieval of the practised material had actively suppressed the rest.
This is memory inhibition: the finding that recalling some items makes others harder to retrieve.
What it is
Memory inhibition is the phenomenon where being shown or practising some items from a set of related material makes it harder to retrieve the other items in that set. The effect is also called retrieval-induced forgetting - the forgetting is not caused by the passage of time or by a lack of initial encoding, but by the act of retrieval itself.
Being shown some items from a list makes it harder to retrieve the other items. The retrieval of the practised subset actively suppresses the unpractised subset - not merely by failing to strengthen it, but by reducing its accessibility.
The mystery and the reveal
Here is the mystery: if you practise half of the items in a group of related material, you would expect the practised half to improve and the unpractised half to stay roughly where it was. Why should practising some items make other items harder to recall?
Here is the reveal: because retrieval is not a neutral process. When you retrieve a memory, inhibitory control mechanisms reduce the activation of related items that were not retrieved - effectively damping their competition. This suppression helps you access the target memory more cleanly. But the side effect is that the suppressed items become less accessible.
The inhibition is functional for focused retrieval - it reduces interference from related material during the act of recall. The cost is that the suppressed material becomes harder to recover later, even when you are no longer trying to retrieve the originally practised items.

Selective study and revision. Team knowledge and memory. In collaborative settings, teams often delegate memory: some people are relied upon to remember certain kinds of information while others remember different kinds. This can create a group-level version of memory inhibition - the collectively practised knowledge gets reinforced while related knowledge that falls to no one in particular gets suppressed through disuse and non-retrieval.
Eyewitness questioning. If an interview focuses repeated questions on specific aspects of an event, the witness's recall of other aspects of the same event may be inadvertently suppressed. The structure of questioning shapes not only what is recalled, but potentially what can be recalled.
What it is not
Memory inhibition does not permanently erase the suppressed items. The inhibited material is harder to access, not destroyed. Under the right retrieval conditions - different cues, a different context, time - some of the suppressed material may become accessible again. The effect is on accessibility, not on the underlying memory trace.
The effect does not only occur with intentional forgetting. Memory inhibition arises from ordinary retrieval practice, not only from explicit instructions to forget. The suppression is a side effect of normal retrieval processes, not a special mechanism requiring deliberate effort.
