Nobody had evaluated whether the project's shape - a multi-month exploratory effort with unclear deliverables - actually suited a two-week sprint cadence. The question had not been asked. The format was familiar and had worked before. That familiarity provided all the justification required.
This is the law of the instrument.

The law of the instrument is a cognitive bias where individuals over-rely on a familiar tool or method, treating it as the solution for problems that may require different approaches. The phrase most associated with it: if all you have is a hammer, everything looks like a nail.

The mechanism
The bias operates through cognitive accessibility. Familiar tools are readily available in memory - they come to mind quickly, they feel reliable, and they carry the implicit endorsement of prior use. Less familiar alternatives require more effort to retrieve and more cognitive work to evaluate.
When facing a problem under time pressure or cognitive load, the accessible option wins not because it is superior but because the comparison never gets made. Confirmation bias then reinforces the choice: once the familiar tool is in use, evidence that it is working gets noticed; evidence that it is poorly suited gets attributed to execution rather than fit.
This is why the bias tends to deepen with expertise. A specialist who has spent years developing proficiency with a particular approach has genuine advantages in using it - and genuine disadvantages in evaluating whether it is the right approach for a given problem. Expertise in a tool increases confidence in applying it, not necessarily in assessing when not to.
A recognition story
A consultant is brought in to diagnose a persistent performance problem in a client's organisation. They are a specialist in organisational structure - and a good one. Their analysis is thorough. Their recommendations are detailed. The structure is revised.
The performance problem persists. Not because the structural analysis was wrong, but because the problem was primarily cultural - about norms, communication patterns, and trust - none of which a structural fix could address.
The consultant applied their best tool to a problem that needed a different one. They did not do this because they were incompetent; they did it because the tool they had was excellent and the diagnostic lens they arrived with shaped what they saw. The nail was visible because they had a hammer.
Why it matters
In fields ranging from software development to medicine, over-reliance on familiar tools leads to inefficient solutions, missed alternatives, and problems that get addressed at the symptom level while their root cause continues. A diagnosis shaped by the instruments available misses what those instruments cannot detect.
In everyday decisions, the same pattern appears at smaller scale: the conflict approached through the communication strategy that has always been used, the project managed with the template from the last project, the personal problem addressed with the solution that worked last time - regardless of whether the situations are genuinely comparable.
What it is not
The law of the instrument is not a critique of familiarity. Familiarity with a tool is genuinely valuable; proficiency is real. The problem is not that the familiar tool gets used - it is that it gets used without the evaluation that would confirm the fit.
It is not the same as functional fixedness. Functional fixedness is the inability to see an object's potential for non-traditional uses. The law of the instrument is about over-applying a tool that is being used in its standard way - not a failure of creative reuse.
Knowing about it does not automatically correct it. The accessibility advantage of familiar tools operates even when people are aware of the bias. The correction requires a structural habit - explicitly listing alternatives before defaulting - not just awareness.
